Nowadays policy evaluation has the very important position in Korea. New government governed by Rho President from last year is especially emphasizing on evaluation system of government. Of course, government as agency has to be checked by parliament, judiciary, and mass media, etc. But policy evaluation executed in government has to be managed more effectively and systematically. In this respective, this study reviews the developing process of evaluation system in Korean government. And this study introduces BAGOE (Basic Act of Government Operation Evaluation) operated from 2001 and analyses its characteristics and limitations. Generally policy evaluation is a managerial tool in the public sector. But policy evaluation can play multiple roles for efficient management, communication channel, and civil acceptability, and etc. This study attempts to integrate the various functions of policy evaluation, in other words, effectiveness, efficiency, responsiveness, and political legitimacy by civil participation, etc. For this, this study suggests how to improve the system to expand the utility of policy evaluation from a managerial tool to political legitimacy. Thus this article can be a contribution not only for re-modeling policy evaluation of central government, but also for finding a clue of political legitimacy via policy evaluation system.
