This research aimed to analyze the Government 3.0. Case which has been implemented as a means of new paradigm of delivering public services. Specifically, we discussed the theoretical base of Government 3.0., and conducted quantitative & qualitative analysis through the survey and interview with experts. Lastly, we conducted Focused Group Interview(FGI). Through analysis, we tried to describe the concept, operation and evaluation of the Government 3.0.
Based on the analysis and discussion, we aimed at recognizing the concept, key values, issues and solutions of Government 3.0. To recommend ways to realize the public value through improved Government 3.0. In specific, the recommendations were made in following sectors: improving the participation of the citizen, reinforcing the public relations of public policy, enhancing the performance evaluation, and facilitating cooperation.
