The repatriation system for Koreans and Japanese who drifted to China was established in 1737. Because Joseon Korea was a tributary of Qing China, the Chinese government always used particular care when escorting Korean drifters. The government led them on overland routes from the area where they landed to Beijing, and in Beijing gave them lodging in the Envoy Residence (C. Huitongguan ). They waited for the visiting Korean envoys to depart for Joseon, and accompanied the envoys on the overland route to their home country. The Qing China government fully bore the costs associated with the repatriation of drifters.
In contrast to this, in the case of Japan, which was not a tributary of Qing China, because there were no diplomatic relations between the two countries, when repatriating Japanese drifters, under the responsibility of each Chinese province, the Japanese were sent to Zhapu, from which Chinese trade ships sailed to Japan. Each province bore the costs associated with escorting the drifters to Zhapu. Upon their arrival at Zhapu, the Chinese government requested of a Chinese trader set to depart for Japan, and the Japanese drifters were repatriated to Nagasaki.
These repatriation systems for drifters were established in the mid eighteenth century. Around this time, international affairs between various countries began to become stable. And in Qing China, government institutions became stable and Chinese ships advanced prosperously overseas. For such reasons, we can say that the repatriation of drifters, too, came to be conducted in a stable manner. Overseeing the repatriation of drifters were, mainly, 1) the tribute system; 2) Chinese trade networks; and 3) the trade ships of various Western countries. Through these elements of interaction, the acceptance of people from various areas and their repatriation destination were linked, and the East Asia maritime region’s drifter repatriation zone was established.
