The experience of childhood in a person’s lifetime is important enough to determine his or her lifetime. However, the fact that parental discipline is abuse and that such abuse is not recognized as a crime, and child abuse crimes leading to death of children are increasing day by day.
The recently revised 「Act on Special Cases Concerning the Punishment, etc. of Child Abuse Crimes」 established measures to strengthen the punishment of child abuse crimes such as “death penalty, life-time imprisonment, or imprisonment for more than 7 years”, and strengthen the capabilities of child abuse sites to respond to child abuse.
As such, the recent child abuse-related laws recognize child abuse as a serious crime and strengthen its punishment, but the institutional basis for protecting and supporting victims and their guardians is still insufficient. Effective support should be provided not only to protect the physical and psychological damage of abuse victims, but also to help them recover to their pre-existing lives and grow independently.
Therefore, in this study, the current system and status related to protection and support for damaged children and their guardians were examined, and then the problems at the child abuse response site were analyzed. Based on this, in this paper, a more effective plan to strengthen protection and support for children and their guardians to live stably was proposed, while a revision to the relevant laws was proposed to ensure these systematically.
