In this study, the plan of Manchuria and Mongolia of Utida and Kawasima is reviewed. In particular, the strategic values of the Manchuria and Mongolia and their cognition of the Manchuria and Mongolia, including the ideological background surrounding the plan of Manchuria and Mongolia, were reviewed. From a security perspective, Manchuria and Mongolia were closely related to protect the right of self‐defense of the Japanese defense. In particular, they are strategic regions, a starting point to stop Russia’s southward journey, restore Japan’s national fortunes and advance into the continent. In addition, from an economic point of view, Manchuria and Mongolia could solve the food shortage caused by Japan’s growing population, and they are also regions rich in raw materials and advantageous in securing markets. They are also regions that conform to Japan’s economic policy. Thus, the plan of Manchuria and Mongolia of Utida and Kawasima was not only strategically projected in Japan’s invasion into Manchuria, but also considerably reflected in practical aspects. Thus, it is judged that it had a great impact on the logical justification of the formation of the Greater East Asia Co‐Prosperity Sphere.
