Ubiquitous computing will be prevailed to most of areas in the social development processes. It will be applied to the government service. Therefore, we have to understand how this technology can be utilized in the area of government services. The goal of this study is the policy alternatives to build the ubiquitous local government which is based upon the ubiquitous computing environment in the local government. Chapter 2 defines the concept of electronic and ubiquitous governments and reviews their development processes in terms of the ideology of public administration, the utilization of information technology, the way of business accomplishment, the government service. Based upon these theoretical reviews, Chapter 3 builds the schematic model for building the ubiquitous local government and analyzes the ubiquitous projects which are implemented in the level of local government. Based upon these analyses, Chapter 4 suggests the building scheme of ubiquitous local government and policy implication. Finally this study extracts conclusion.
