The purpose of this paper is to determine the optimal location and the number of emergency medical center needed in recently integrated local cities. Ultimately. this study aims at providing a better living environment and social welfare by improving urban public medical services with an emergency ambulance system.
For this study. the population of each fourteen zones and inter-zonal travel times were used for the calibrations of the two location models : Coverage Model, Equity Maximizing Model.
① Coverage Model was applied overall rural areas near Chinju and inter-zonal travel time varied from 5 to 20 min. Under the condition within 20 min, when one site is provided, the optimal location is site 25, which can serve 59,462 persons of 85% of the total residents. When two sites are provided site 19 and site 26 can be selected and can serve overall residents(99,277 persons), but two other sites are excluded. When three sites are provided, the optimal sites are three of site 19, site 22 or site 23, site 24, site 25, site 26 which are able to cover all residents. As result of the application, we found out that optimal alternative 7(site19, 22, 25) and alternative 17(site19, 23, 25) were best ones.
② We discovered the optimal alternative (alt. 8, 12, 18, 22) when Maximin method was applied. In conclusion, the alternatives of 7 and 17 were the most optimal ones for application of Coverage Model. It was discovered that the other alternatives 8, 12, 18 and 22 were the most suitable ones for Maximin method. Finally, we figured out the best locational site sets for EMCs in Chinju : alt. 8〔Jip-hyean(19), Su-gok(22) and Jin-seong(26)〕 and alt. 7〔Jip-hyean (19), Su-gok(22) and Mun-san(25)〕.
