This paper aims at providing discussions and suggestions for improving English education at public schools from both a macro and micro point of view. Based on a brief survey of English education in other countries like South Korea, it discusses what the problems are in the field of English education at public schools and provides suggested solutions to solve them. From the macro point of view for English education in South Korea, a national vision and objectives for learning English endorsed by national consensus is urgently needed. From the micro point of view, the following factors are suggested: First, competent teachers of English should be fostered. Second, English education should be supported by the appropriate assessment including the exams for college admission, which should be able to reflect the curriculum objectives. Third, English friendly environments need to be built. Finally, for the Korean model of English education, locally self-generated teaching and learning methodology for Korean students needs to be accumulated. In order to achieve effective English education at public schools, it is significantly important that the above factors be accomplished.
