This paper is written to assess the South Korean nuclear preparedness against the North Korean nuclear threat. For this purpose, it introduces the general portfolios of nuclear preparedness options and applies them to the South Korean situation. It intends to find the minimum tasks that South Korea should be more attentive than before.
As a result, this paper assessed that North Korea reached the strategic level of nuclear capabilities by developing hydrogen bombs and possibly the ICBMs. However, South Korea turned out to focus too much on diplomatic solutions and did not pay necessary attention to the nuclear civil defense. South Korea also seemed to need more reinforcement in its Ballistic Missile Defense and its own deterrence posture.
As recommendations, South Korea needs to improve its nuclear defense, while focusing on diplomatic solutions for the denuclearization of North Korea. South Korea needs to put more emphasis on the civil defense and ballistic missile defense against North Korean nuclear threat until the actual denuclearization of North Korea. It should review the ways to avert the nuclear war by negotiating with North Korea at the extreme situation.
