Flooding is influenced primarily by climate conditions like precipitation and rainfall intensity, and geographical factors such as topography and altitude. However, flood is also a result of complex effect of humanistic, social and physical factors like land-use, high population and infrastructure density. Therefore, in order to create safer urban environment in future, the effort to minimize and mitigate the impact of disaster in terms of urban planning is crucial. This study aimed to provide detailed analysis for the entire area of Seoul based on neighborhoods, by employing spatial statistical model. This study has evaluated the relationship between community characteristics and flood damage of Seoul with high population and infrastructure density. The study has proven the local needs and differentiated flood-control measures; by evaluating the effect relationship between local characteristics and floods; and by presenting complex and diverse impact of the relationship. Therefore, it is expected that this study would be used in providing valuable data when constructing flood-safe urban environments.
