This study has been carried out to achieve two purposes. One is to verify the usefulness of the Dagum's Gini decomposition method, while the other is to identify the importance of between sub-regional effects as well as within ones to the general inequality. The decomposition method introduced by Dagum(1997) is a more appropriate tool to brake general inequality into within- and between-group inequalities than some inequality indices using the second thermodynamics law in that only the Dagum method is allowed for classable data with different distributions among groups. In addition, it has the other advantage in that it is the only method providing the intensity of net between group component and the intensity of transvariation describing the overlap between the all distributions. By using that method, the study conducted analyses on the disparity pattern of local fiscal inequalities in the Seoul Metropolitan Area where it comprised of three sub-regions : Seoul, Incheon and Kyunggi. Overall Gini coefficients for local fiscal data from 1995 to 2004, in general, indicate that some of local fiscal inequality have continuously decreased along with the rapid decline during the late 1990s. The results of the Dagum decomposition method demonstrate that the between sub-regional effects have more contributed to overall fiscal inequality than the within sub-region ones for the all analysis period. This conclusion encourages policy-makers to have more their focuses on between subregional fiscal inequalities, rather than the ones derived within a subregion.
