The Purpose of this study is to find out the way for practicing the Metropolitan Development Plan which was introduced through the amendment of the City Planning Law in 1991.
The main contents of the study are consist of four parts:
First, the concept and background logic of metropolitan planning and development are explored by the way of analysing and synthesizing the related written materials.
Second, the criteria for delineation of metropolitan area are investigated. And as a result, three major indicators and various sub-indicators are suggested as the criteria. The main indicators include the following : metropolitanization trend, functional relationship between central city and the surrounding areas and administration boundaries.
Third, the character of the Metropolitan Development Plan is discussed in the context of the whole planning system in Korea. From this character the role, main contents and the level of detail of the plan are derived in detail.
Fourth, the administrative body for plan-making and implementation is studied. Hereby, Organizations like metropolitan district and/or local government union are recommended as a proper institution for the metropolitan administration.
