충북도내 보육사업 실태조사 결과 다음과 같은 보육정책의 과제가 요구되고 있다.
① 특수보육시설의 확충(방과후, 휴일, 장애아, 시간연장형), ② 보육정보센터를 적극 활용하여 보육시설에 대한 제반 정보 제공, 상담 뿐 아니라 연수, 휴가 등으로 인한 보육교사 부재시 대체 교사에 대한 정보 제공, ③ 보육교사 인건비 상향조정, ④ 보육료의 완전자율화는 시설간 경쟁을 초래하거나 또 보육의 공공성을 그르치기 때문에 도입이 불가능하며, ⑤ 보육상한제를 표준보육단가로 대체하고, ⑥ 아동수당, 가족수당 확대 및 육아휴직제도의 실효성이 증대되어야 할 것이다.

Recent rapid low birth rate, aging, divorce and re-marriage and massive production of diverse family-composition type have manifested themselves as a functional weakening phenomenon, accordingly, requires the establishment of a new changing child care policy for child un-bring setting, that is, public child care
Thus, this study intends to understand the status of infantile and child care business of Choongbuk region for a child care policy to be newly composed.
① As a result of this study, the supply of special child care facilities is indicated to be vary lacking in the facilities for the physically handicapped, after-school, holiday, time-extending type(night, 24-hour system), time-system facilities, which requires expansion in line with parents' desires.
② The child care center will have to provide information on child care facilities, counselling, substitute teachers in absence of child care teachers due to trainings and holidays.
③ The labor cost for child care teachers should be upwardly supported by the government based on the practical calculation of standard child care unit price.
And the employment intention of substitute teachers came to even 98.5%, but the employment costs be burdened by the government. In addition, allowances of overwork beyond 8 hour work a day should be provided by the government.
④ The perfect liberalization of child care fees leave the child care facilities to the logic of a market economy, and damages the foundation of public child care, makes it impossible to receive and pay child care fees, or causes competition between facilities, or misleads the public character of child care, so it should not be introduced. expenses, not the form of the present government supported unit price.
⑤ The standard child care fees means scientific, objective and practical st standard child care unit price. For that, it is necessary to maintain the objectivity of compositional contents, and calculate regional characteristics(metropolitan, medium and small cities, and farming and fishery villages), and standard child care expenses by facility scale.
⑥ To enhance the effectiveness of child care layoff system, what should be strengthened are institutional measures such as the extension of a layoff period, payment of layoff allowances during the layoff period, tax benefits to child care layoff expenses paid by private enterprise.
